Fat Free Catalina (Sweet French) Dressing

1 cup cold water
1/3 cup Splenda
3 Tablespoons tomato paste
1 ½ teaspoons cornstarch
½ teaspoon salt
1/8 teaspoon garlic powder
1/8 teaspoon chili powder (optional)

Place all the ingredients in a small saucepan and whisk until the cornstarch is completely dissolved. Place over low heat and continue cooking until dressing comes to a boil and thickens and clears. Remove from heat and cool. Cover and refrigerate.
